Policy Continuity is Key to Achieving Targets

"This action plan targets 2025 and 2026. From a policy perspective, everyone is concerned about whether the 'Two New' policies will continue next year. Currently, it is highly likely that the 'Two New' policies will continue next year to ensure steady growth in the automotive market," said Lang Xuehong, Deputy Secretary-General of the China Automobile Dealers Association.

Among the main objectives, the "Work Plan" clearly states: In 2025, strive to achieve annual vehicle sales of approximately 32.3 million units, a year-on-year increase of about 3%, including new energy vehicle sales of about 15.5 million units, a year-on-year increase of about 20%; maintain steady growth in vehicle exports; and achieve a year-on-year increase of about 6% in the added value of the automotive manufacturing industry. In 2026, the industry will maintain a stable and positive development trend, with further improvements in industrial scale and quality效益.

Under "Further Intensifying Efforts to Promote Automobile Consumption," the "Work Plan" proposes implementing the requirements of documents such as the "Notice of the National Development and Reform Commission and the Ministry of Finance on Expanding and Strengthening the Implementation of Large-Scale Equipment Renewal and Consumer Goods Trade-In Policies in 2025" (FGHZ [2025] No. 13), supporting automobile trade-ins, updates of new energy urban buses and power batteries, and promoting tiered consumption and renewal consumption of automobiles.

On the day the "Work Plan" was issued, Geng Hongzhou, Level-I Inspector of the Department of Market Operation and Consumption Promotion of the Ministry of Commerce, revealed at the 2025 China Automotive Industry Development (TEDA) International Forum that as of September 10, the number of applications for automobile "trade-ins" had reached 8.3 million this year. The next step for the Ministry of Commerce is to deepen and solidify pilot reforms in automobile circulation and consumption, use reform methods to break down constructive measures that束缚 automobile consumption, promote a shift from purchase management to use management in automobile consumption, and cultivate new growth points in automobile consumption with innovative thinking.

"In terms of promoting automobile consumption, a new round of work plans for stabilizing growth in the automotive industry has been released. The next step is to continuously optimize preferential policies such as vehicle purchase tax and vessel tonnage tax for new energy vehicles, further promote the下乡 of new energy vehicles, pilot comprehensive electrification of vehicles in public areas, pilot projects to address shortcomings in charging and swapping facilities in counties, and expand market consumption," said Guo Shou, Deputy Director and Level-I Inspector of the First Department of Equipment Industry of the Ministry of Industry and Information Technology, on the same day.
