National Data Administration: Deeply Understand the Strategic Positioning of Data Work and Actively Serve the "AI+" Initiative
On August 28, it was learned from the National Data Administration that the administration recently held a meeting with relevant departments to advance the construction of Digital China. The meeting called for further elevating perspectives and planning ahead, deeply understanding the new situations and tasks in building Digital China, recognizing the strategic positioning and mission of data work under artificial intelligence conditions, earnestly implementing the State Council's "Opinions on Deepening the Implementation of the 'AI+' Initiative," and striving to complete current tasks.
The meeting proposed high-quality planning for the "15th Five-Year Plan" for Digital China construction, accelerating the issuance of an action plan for tiered cultivation of digital industrial clusters, promoting the creation of national pilot zones for innovative development of the digital economy, and strengthening systematic policy research to foster the healthy development of the platform economy.
The meeting emphasized the need to coordinate the top-level design of the digital society, organize the compilation of guidelines for open innovation in digital society scenarios, and formulate and issue an action plan for comprehensive digital transformation of cities. It also called for vigorously promoting the implementation of the "1+3" policies for the development and utilization of public data resources, expanding scenario applications, and continuously deepening the construction of demonstration scenarios for making public data "run." The meeting highlighted the importance of understanding the significance of the "One-Form" initiative, strengthening resource allocation, solidly carrying out form simplification and system integration, and ensuring the high-quality completion of annual targets and tasks. Additionally, it called for深入實施the action plan for trusted data space development, enhancing scenario applications and building trust mechanisms, driving dual innovation in rules and technology, and creating an industrial ecosystem for data value collaboration.
The meeting also proposed integrated advancement of computing power network construction, systematic development of national data infrastructure, and providing a secure and trusted environment for data circulation and application. Meanwhile, it emphasized accelerating the construction of high-quality industry datasets and actively serving the "AI+" initiative. It also called for coordinated planning, pragmatic and orderly advancement, and tailored promotion of international cooperation in the data field.
