Multiple Regions Select Primary School Teachers for Transfer to Junior Secondary Schools
In August 2025, Changting County, Longyan City, Fujian Province, issued an announcement stating: "To promote the rational allocation of teacher resources in our county, address the shortage of teachers after the expansion of secondary schools, and ensure the normal teaching needs of all secondary schools in the county, based on the actual situation of our county and after research, it has been decided to select primary school teachers to teach in junior secondary schools."
Changting County selected 30 primary school teachers to teach in junior secondary schools this year. According to the staffing relationship, teachers selected from urban primary schools will be transferred to urban secondary schools, while those from rural primary schools will be transferred to rural secondary schools. Among them, primary school teachers who have been uniformly arranged by the county education bureau to exchange in secondary schools and meet the relevant regulations for intra-county transfers may apply to transfer to their current secondary school (excluding rural school teachers exchanging in urban schools) without participating in this selection process, and they will not occupy the selection quota.
In August this year, Fengcheng City, Jiangxi Province, released the "Announcement on the Transfer of Teachers from Rural Primary Schools to Rural Secondary Schools in Fengcheng City in 2025," which mentioned: "To deeply tap internal potential, efficiently use existing educational resources, and resolve the contradiction of surplus teachers in rural primary schools and insufficient teachers in rural secondary schools, we hereby announce the matter of transferring teachers from rural primary schools to rural secondary schools in our city in 2025."
In Ezhou, Hubei, in February this year, the city's experience in coordinating the allocation of编制 resources in the education sector was published in the China Institutional编制 magazine. Related articles introduced that, based on changes in student sources, due to the continuous decline in primary school student numbers, there will soon be a surplus of primary school teachers. To fully ensure the balance of supply and demand across all educational stages and accelerate the adjustment of staffing between stages, 500 primary school teacher编制 were promptly reduced and added to the junior secondary stage. The number of primary school teacher recruitments will gradually be reduced, and the education department will actively survey the specific situation of primary school teachers across the city. Under the condition of overall surplus, 98 primary school teachers with junior secondary school teaching qualifications will first be transferred to teach in the junior secondary stage.
Starting from 2024, Tong'an District, Xiamen City, has been selecting secondary school teachers from district-affiliated primary schools. The Tong'an District Education Bureau pointed out that to coordinate the allocation of teachers across all educational stages, it has been decided that starting from 2024, every June, several junior secondary and high school teachers will be openly selected from within the编制 of teachers in district-affiliated primary schools (including participating hires) across the entire district.
In addition, many regions, including Ganxian District of Ganzhou City, have also selected some primary school teachers to teach in junior secondary schools.
