Dalian: Reducing Costs and Improving Services for Businesses, Steadily Advancing Market-Oriented Reform of Data Factors
According to "Dalian Release," on August 11, the Dalian Municipal Government Information Office held the first in a series of press conferences titled "Optimizing the Business Environment for a High-Quality Push Toward a Trillion-Yuan GDP City." The theme of this session was "Improving Factor Allocation to Create a Market Environment That Reduces Burdens and Enhances Efficiency." Attendees included Li Yun, Director of the Dalian Municipal Data Bureau; Zhao Ning, Deputy Director of the Financial Committee Office of the Dalian Municipal Party Committee; and Zhao Hongzhi, Deputy Director of the Dalian Municipal Science and Technology Bureau, who introduced relevant initiatives.
In the first half of 2025, Dalian introduced a "6.0" plan to enhance its business environment, featuring 60 measures and 296 milestone tasks. The city also announced 58 new commitments to optimize the business environment, implemented the Dalian Business Entity Service Regulations, and formulated 90 supporting measures—all aimed at reducing costs and improving services for businesses while accelerating efforts to establish Dalian as a benchmark city for an attractive and business-friendly environment.
In July, Dalian held a mid-year progress meeting on business environment improvements, summarizing key achievements. Of the 296 milestone tasks under the "6.0 Plan," 154 (52%) have been completed, while 46 of the 58 commitments (79%) have been fulfilled, achieving "more than half progress in both time and tasks."
In H1 2025, Dalian advanced reforms to lower business costs. Key measures included removing market entry barriers, enabling cross-regional business registration, exempting certain construction projects from planning permits, and cutting investment project approvals to eight days. The city also streamlined processes such as electricity account transfers, name changes with VAT updates, and green power certificate transactions under a "one-stop service" model.
Additionally, Dalian improved talent services by refining incentives for newly elected CAS and CAE academicians, launching sales of the first 80 talent housing units, and disbursing 450 million yuan under the "Xinglian Talent Plan." Financial support was strengthened, with the Rongjin Credit Platform collecting 3.1 billion government data entries, while the number of "first-loan and loan-renewal" centers expanded to nine, easing financing for SMEs.
Dalian rolled out 68 key initiatives under its "Efficient Handling of One Matter" program, with over 90% of municipal and county-level government services now handled at single windows. Processing times for high-frequency items were cut by over 30%, and some certifications, like special equipment operator license renewals, became available "on the spot"—a provincial first. Local innovations like AI video guidance ("e-Qi Bang"), enterprise service stations, "joint consultation" for government services, the "Youpu Card" talent program, and the "Cloud Youye" smart platform are gaining traction, bridging the "last mile" in serving businesses and residents.
