Hainan Free Trade Port to Launch 10 "Second-Tier Ports" Upon Island-Wide Customs Closure

Shanghai Securities News, China Securities Network News – On July 30, the Hainan Provincial Port Office issued the "Announcement on the Operation of 'Second-Tier Ports' in the Hainan Free Trade Port" (hereinafter referred to as the "Announcement"), clarifying that upon the island-wide customs closure, 10 "second-tier ports" will be activated for customs inspection of goods.

The "Announcement" specifies that the State Council has approved the establishment of 10 "second-tier ports" in the Hainan Free Trade Port, namely Haikou Port, Yangpu Port, Basuo Port, Sanya Port, Qinglan Port, Haikou Xinhaigang Port, Haikou Nangang Port, Haikou Meilan Airport, Sanya Phoenix Airport, and Qionghai Boao Airport.

According to the "Announcement," goods under customs supervision must enter the mainland through the designated customs channels at the "second-tier ports," where customs will conduct inspections in accordance with relevant regulations. Other goods entering the mainland from the Hainan Free Trade Port will be managed under current domestic circulation rules. The movement of people, items, and transportation vehicles (excluding "zero-tariff" imported vehicles and yachts) between the Hainan Free Trade Port and the mainland will follow existing regulations.

Additionally, the operating hours of the "second-tier ports" will align with those of the respective ports and airports. The eight open ports—Haikou Port, Yangpu Port, Basuo Port, Sanya Port, Qinglan Port, Haikou Airport, Sanya Airport, and Boao Airport—will continue to operate under current regulations.
